In Germany, cost planning is performed by Kostenplaner, Kostenmanager, or by architects and engineers as part of their HOAI fee-scale services, governed by DIN 276. In France, the Économiste de la construction is a distinct, regulated profession with its own qualification body (OPQTECC). The German construction cost profession differs structurally from the British QS model. Cost planning (Kostenplanung) is governed by DIN 276 and is traditionally performed by architects or engineers as part of their HOAI fee-scale services.
